In 1816 stichtten de Pruisen Arnsberg als regeringsstad. De wijk werd gebouwd onder koning Friedrich Wilhelm III om onderdak te bieden aan de ambtenaren uit Berlijn. Het architectonische concept en de realisatie werden geleid door Karl Friedrich von Schinkel.
